The Healthy China plan and the national health plan: what official English pages say

The original plan

The report says that according to the plan, China will promote healthy lifestyles, improve health services, optimize health industries, and build a medical system that can provide basic health and exercise services to every citizen by 2020.

The report says China will continue to improve its health sectors, and that the main health indicators will reach the standards of high-income countries by 2030.

A State Council English page says the State Council's General Office has published a guideline on measures to implement the Healthy China 2030 Initiative, jointly issued by the Central Committee of the Communist Party of China and the State Council.

According to the page, a system for health promotion policies should take early form by 2020, and national health should see substantial improvement by 2030, with healthy lifestyles widely promoted.

A second State Council English page says the General Office has released a plan on the implementation and evaluation of the "Healthy China" initiative. It says a national level promotional committee will be set up, and the Healthy China Program (2019-2030) will be printed and published.

That page says key indicators and implementation of key tasks will be monitored yearly, and work teams shall also compile annual reports according to the progress of their tasks.

The five-year health plan

A China Daily report on the commission's English site says a national health plan for the 15th Five-Year Plan period (2026-30) aims to effectively curb the rising incidence of major chronic diseases.

The report says the plan also places emphasis on improving access to healthcare.

The report says the plan aims to establish a 15-minute primary healthcare service circle, support secondary hospitals in expanding services in underserved areas, including rehabilitation, nursing care, mental and psychological health, pediatrics, geriatric medicine and hospice care, and continue improving the capabilities of rural clinics and community healthcare centers.
